New builds and housing developments in Hayling Island
Land Registry recorded 74 sales of newly built homes in Hayling Island between January 2022 and September 2026: 8 in 2022, 32 in 2023, 17 in 2024 and 17 in 2025. New estates take several months to appear in its records, and their new postcodes longer, so homes finished this year may not show yet. Havant Borough Council's brownfield land register (last updated January 2021) lists 22 sites within 500 metres of a Hayling Island postcode, with room for about 562 homes; the largest is Beachlands Hayling Island, for 125 homes, without planning permission yet. Where new homes go is set by Havant Borough Council's local plan, the Core Strategy and Allocations Plan, which runs to 2026; a new one is being prepared.

Hayling Island conservation area and extensions
Usually, within the national limits, but not everywhere: 17 of Hayling Island's 472 postcodes are in conservation areas or Chichester Harbour National Landscape, where homeowners can do less without planning permission. Of those, conservation areas cover three (Coastguards 2 and St Peter's 1) and the National Landscape 14. There, an extension to the side, a back extension of more than one storey, a loft extension that adds to the roof and cladding the outside all need planning permission. Historic England lists 49 buildings in Hayling Island, set out under listed buildings below; any work that changes a listed building's character, inside or out, needs listed building consent. Six of Havant Borough Council's Article 4 directions, which take away particular permitted development rights, reach within 100 metres of its postcodes. Tree preservation orders protect 1,221 trees and 280 areas or groups of trees within 100 metres of its postcodes; work on a protected tree needs the council's consent. In a conservation area, cutting down or pruning a tree above a small size needs six weeks' notice to the council. Flats and maisonettes have no householder permitted development rights. Whether a particular job needs permission depends on the home: the council can say, and a lawful development certificate puts it in writing.
