What is being built near Emsworth?
Land Registry recorded 56 sales of newly built homes in Emsworth between January 2022 and August 2026: 38 in 2022, 15 in 2023 and 3 in 2024. New estates take several months to appear in its records, and their new postcodes longer, so homes finished this year may not show yet. Havant Borough Council's brownfield land register (last updated January 2021) lists eight sites within 500 metres of an Emsworth postcode, with room for about 368 homes; the largest is Land East of Castle Avenue Emsworth, for 260 homes, without planning permission yet. Where new homes go is set by Havant Borough Council's local plan, the Core Strategy and Allocations Plan, which runs to 2026; a new one is being prepared.

Can I extend or alter a home in Emsworth?
Usually, within the national limits, but not everywhere: 46 of Emsworth's 300 postcodes are in the Emsworth conservation area or Chichester Harbour National Landscape, where homeowners can do less without planning permission. Of those, the Emsworth conservation area covers 46 and the National Landscape 43, and some postcodes are in more than one. There, an extension to the side, a back extension of more than one storey, a loft extension that adds to the roof and cladding the outside all need planning permission. Historic England lists 82 buildings within 100 metres of an Emsworth postcode; any work that changes a listed building's character, inside or out, needs listed building consent. Two of Havant Borough Council's Article 4 directions, which take away particular permitted development rights, reach within 100 metres of its postcodes. Tree preservation orders protect 814 trees and 133 areas or groups of trees within 100 metres of its postcodes; work on a protected tree needs the council's consent. In a conservation area, cutting down or pruning a tree above a small size needs six weeks' notice to the council. Flats and maisonettes have no householder permitted development rights. Whether a particular job needs permission depends on the home: the council can say, and a lawful development certificate puts it in writing.
